This program features a methodology for analyzing municipal ethics problems, and a guide to recognizing prohibited appearances of impropriety drawn from actual case studies, tips for drafting a local code of ethics and the requirements for an effective recusal. Topics include ethical issues arising from pecuniary interests, secondary employment, bias, expressions of opinion, campaign contributions, pre-election mailers, social relationships, proximity to a subject premises, and pending litigation, among others.
