NYSBA Opposes Senate Legislation Linking Broadband Funding to Prohibition of Artificial Intelligence Regulations

New York State Bar Association President Kathleen Sweet sent a letter June 26 to New York Senators Chuck Schumer and Kirsten Gillibrand, expressing “our opposition to the proposed provision in the Senate’s reconciliation legislation that would condition state access to federal broadband funding on a prohibition of state-level regulations of artificial intelligence.”
“In 2020, the New York State Bar Association’s Rural Justice Report stated that the lack of broadband access is an impediment to justice,” Sweet said. “I have written to Senators Schumer and Gillibrand urging them to reject this proposal and fully fund broadband expansion. Further, I have asked our Committee on Artificial Intelligence and Emerging Technologies to study the issue.”
The Senate voted 99-1 on July 1 to strip the legislation of the AI regulation moratorium. NYSBA leadership and the association’s Government Relations Department will continue to monitor the situation.
