NYSBA President Lauds Chief Judge’s Efforts To Address Longterm Incarceration, Citing Association Studies on Reforming Re-Entry

New York State Bar Association President Domenick Napoletano issued the following statement on the 2025 State of the Judiciary:

“We commend Chief Judge Wilson on his 2025 State of the Judiciary. The Chief Judge highlighted the importance of addressing prolonged incarceration and recidivism in New York State. The Chief Judge’s remarks are consistent with the 2016 Report of NYSBA’s Special Committee on Re-Entry, which found that incarceration increases the likelihood of recidivism by leaving unaddressed or exacerbating a person’s identifiable problem areas; whereas a coordinated, systematic, and quickly undertaken effort to identify and focus on these problem areas is likely to diminish recidivism considerably. These points were further reinforced and detailed by NYSBA’s 2025 Report and Recommendations of the Task Force on Homelessness and the Law, which addresses intervention points for diversion to services and programming, the effects of bail reform, and consequences of criminal conviction as it relates to homelessness.”
