V. What Is the Master Plan for Aging – and Where Do We Go with It?
Governor Kathy Hochul released New York's inaugural Master Plan for Aging (MPA) in June 2025, a summary report comprising strategies to support older New Yorkers. Its nine core areas include focus on housing access, the caregiver and direct-care workforce, healthcare and social engagement, and technology access. Panelists will discuss the MPA’s promise and challenges, and how to realize the MPA’s recommendations through legal and regulatory streamlining.

VI. Update on 1115 Waiver: Delivering Social Care in New York State – A Rocky Road and a Set of Opportunities, All at Once
Governor Hochul received Federal approval during January 2024 to direct Medicaid funding toward a variety of innovative purposes, including streamlining screenings for Medicaid services, delivering home improvements, identifying nutritional supports, and providing transportation to New Yorkers in need. New York State’s 2024 designation of nine Social Care Networks (“SCNs”) marked the kickoff of this work, yet with the arrival of the new Federal administration in 2025, efforts have shifted to remain in line with changing Federal prerogatives. The lively panel will review the legal frameworks necessary to make the work successful, the challenges encountered, and the solutions being pursued.
