NY Lawmakers Release Budget Proposals Without Criminal Justice Reform as Talks Continue

The Assembly broke with Cuomo’s budget proposal by stripping it almost completely of policy, including criminal justice reform, while modifying it in other areas. The Senate had not made its spending proposal public by Tuesday afternoon.
