In response to the COVID-19 pandemic, several laws were enacted by the New York State Legislature, together with the Chief Judge of the New York Administrative Courts and the Governor, in an attempt to protect the health, safety, and economic wellbeing of the people of the State of New York. The City of New York’s City Council passed a slate of local ordinances to combat the pandemic’s economic impact. In May of 2020, the City Council, passed Local Law No. 55-2020, the “Guaranty Law.”   This CLE will focus on the period of time between March 2020 – June 2021, when the “Guaranty Law” was in effect, with a deep dive analysis into the Federal Court Case Melendez v City of New York, which held that the NYC “Guaranty Law” is unconstitutional.
