Nursing homes in New York State care for the most vulnerable of populations, and quality oversight is imperative. This programwill demonstrate how the Office of the New York State Comptroller’s (OSC) performance audits have increased accountability over the New York State Nursing Home inspection program. Using OSC’s recently issued audit report Use, Collection, and Reporting of Infection Control Data covering the Department’s response to the COVID-19 crisis in Nursing Homes, they will discuss: 

  • OSC’s audit authority and the role of a performance audit in assessing accountability
  • Selection of criteria for a performance audit
  • The general regulatory framework for Nursing Homes in New York; and
  • OSC’s recent Nursing Home audit results relating it to the criteria applied
