We will: a) discuss problems confronting the practitioner because of COVID-19; b) review the Administrative phase and the Petition to Review that follows; c) review the history of fractionalized assessments and full market value assessments; d) the Small Claims Assessment Review (SCAR) process; e) discuss two cases in Westchester and their impact, and, time permitting, some other cases of interest.
