Reform for the Reform

By Patrick Connelly

The Buffalo Law Journal profiled Executive Committee member Norm Effman and his involvement with President Greenberg’s Task Force on Parole Reform. (may require subscription)

Norman Effman has plenty of time to think each weekday morning as he drives from his home in Buffalo’s Elmwood Village to where he works in Warsaw.

On his way there and back again, the 76-year-old attorney with three jobs and an impressive legal resume contemplates many things, including how New York state can improve the parole system.
