The U.S. Supreme Court made history last term in the abortion, guns and Clean Power Plan cases. What's more, local governments lost two cases last term because the Supreme Court changed its Establishment Clause jurisprudence. As the current docket indicates, our new 6-3 conservative Court is only getting started! In the next few months it will decide whether affirmative action in college admissions is unconstitutional and may adopt the independent state legislature theory. Discuss the most interesting and important cases for states and local governments and current SCOTUS trends with Lisa Soronen, former Executive Director of the State and Local Legal Center.

This program will look at municipal incentive programs from student debt and housing support to advanced grants and infrastructure packages. Examples of pitfalls (e.g Niagara Fall’s student debt forgiveness program) and successes (e.g. Buffalo’s 43North) will be provided and suggestions has to how to craft programs given NYS Law and the various conditions of NYS Communities. Finally, we as lawyers must take the utmost care in crafting incentive structures offered by municipalities as our disadvantaged citizens are reliant upon for socioeconomic mobility (i.e., the attainability of the American Dream).
