The International Section of the New York State Bar Association brings together lawyers and legal professionals from New York and around the world who share an interest in international, comparative and cross-border law.
For many of us, the Section is much more than a place to attend programs. It is a community where professional relationships are built over time, where lawyers from different jurisdictions learn from one another, and where friendships and collaborations often grow naturally from the work we do together.
Our members include New York lawyers, international lawyers, in-house counsel, academics, public officials, law students and legal professionals involved in cross-border matters or interested in expanding their international perspective. What connects us is not only our work, but also our curiosity, our commitment to the profession, and our belief that meaningful relationships across jurisdictions make us better lawyers.
The Section offers many ways to become involved, through committees, chapters, publications, speaking opportunities, conferences, leadership initiatives and informal connections among members. Whether someone is an experienced practitioner, a young lawyer, a newly admitted attorney, an international lawyer, or a professional looking to build a stronger global network, the International Section can be a very valuable home within NYSBA.
As part of NYSBA, we also have an important opportunity to strengthen the Association’s international presence and to show the value that a truly global legal community can bring to its members. One of my goals is to help the Section be recognized as one of the leading international legal communities in the world — not only because of the caliber of its lawyers, but also because of the quality of its programs, the seriousness of its work, and the strength of the relationships it creates.
We are also working to make the Section more active and connected throughout the year. Our upcoming meetings reflect that commitment:
Executive Committee Retreat — Tarrytown, New York | June 5, 2026
A working retreat focused on our strategy, our committees and chapters, membership engagement, NYSBA integration, external relationships and the future of the Section.
Global Conference — Buenos Aires, Argentina | October 21–23, 2026
Our flagship international meeting, bringing together lawyers from New York, Latin America, Europe and other jurisdictions for substantive programs, networking and meaningful cross-border conversations.
NYSBA Annual Meeting — New York City | January 20, 2027
An important opportunity for International Section members to connect with NYSBA leadership, participate in Section programming and be part of the broader NYSBA community.
Regional Meeting — Copenhagen, Denmark | April 15-16, 2027
A more interactive regional meeting designed to encourage real discussion, closer connections and practical collaboration among lawyers working across the United States, Europe and other jurisdictions.
We invite members and prospective members to join us, stay connected and become active participants in the life of the Section. The International Section is strongest when members bring their ideas, their experience, their jurisdictions and their relationships into the conversation.
Together, we can continue building an International Section that is connected, active and valuable to lawyers around the world — a Section that reflects the best of NYSBA’s global reach and the strength of the relationships we create when we work across jurisdictions.

Helen Naves
Partner, HNaves Advogados
São Paulo, Brazil
Helen Naves is a Brazilian and New York-qualified lawyer with more than 25 years of experience advising banks, financial institutions, companies, investors and international clients on banking, finance, capital markets, regulatory and cross-border matters.
Helen was born and raised in Uberaba, Minas Gerais, Brazil, a city in the countryside in the central part of the country. Her first meaningful international experience came early in life, when she lived in Huntington Woods, Michigan, as a Rotary International Exchange Student in 1994 and 1995. That year abroad had a lasting impact on her. It opened her eyes to different cultures, different ways of thinking, and the importance of building relationships across borders.
After returning to Brazil, Helen moved to São Paulo to study law at the University of São Paulo — USP, at the traditional Largo São Francisco Law School. Years later, she returned to the United States to pursue her LL.M. at Fordham Law School in New York, graduating with the Class of 2009. These experiences in Brazil and the United States helped shape a career that has always been connected to international clients, cross-border work and matters involving different legal systems.
Helen is the founder of HNaves Advogados, a São Paulo-based boutique law firm created in 2021. Through the firm, she offers senior-led, personal and strategic legal support to clients with Brazil-related needs. Her practice combines Brazilian legal and regulatory experience with New York law capability, allowing her to assist clients, families, companies, financial institutions and international advisors in matters involving Brazil, New York and other jurisdictions.
Over the years, Helen has worked on a broad range of matters involving banking regulation, foreign exchange, capital markets, financing transactions, treasury products, derivatives, structured finance, corporate and commercial matters, fintechs, payment institutions, digital asset businesses, international investments, cross-border wealth and succession planning coordination, governance matters and Brazil-related risk assessment.
Before founding her firm, Helen spent many years working in-house with banks and later in leading law firms, always advising financial institutions, companies, investors and international clients. This combination of in-house experience, law firm practice and entrepreneurial leadership gave her a practical and business-oriented perspective, especially in matters where legal, regulatory, commercial and relationship considerations need to be looked at together.
Helen has been involved with the New York State Bar Association since 2010. Over time, the International Section became much more than a professional organization for her. It became a place where she built friendships, developed leadership experience, worked with lawyers from many jurisdictions, and found a true professional community.
Her connection with the Section also reflects a constant theme in her own life and career: bringing people, legal systems, institutions and cultures closer together.
As Chair of the International Section, Helen hopes to help make the Section even more active, connected and valuable to members around the world. Her goal is to strengthen the Section as a truly global community within NYSBA — one that is recognized for the experience of its lawyers, the quality of its programs, the seriousness of its work, and the strength of the relationships it creates across jurisdictions.

Howard Fischer
Partner, Moses Singer
Howard Fischer has extensive experience in trying complex financial disputes. As a former Senior Trial Counsel at the U.S. Securities & Exchange Commission (SEC), he was entrusted with some of the most sophisticated and noteworthy cases that the federal government prosecuted in the last decade. During his nine year tenure at the SEC, he earned multiple awards for exemplary service and served as first chair for numerous trials. This included acting as lead counsel in the litigation against Wing Chau and Harding Advisory LLC – relating to CDO asset selection in the run-up to the financial crisis – resulting in a major conviction against one of the characters lampooned in the film “The Big Short.” Howard was also the lead trial counsel in the prosecution of Kareem Serageldin, another figure referenced in “The Big Short”, involving the mismarking of certain mortgage-backed assets, by Credit Suisse, in the wake of the financial crisis. Howard also led the SEC litigation involving the infamous London Whale, arising from JPMorgan Chase traders incurring multi-billion dollar losses in its credit derivatives book. This case involved many years of discovery on several continents, including several multi-week depositions. Howard was lead trial counsel for the successful litigation against the former management of Dewey & Leboeuf arising from the firm’s collapse, an insider trading case against the assistant to one of Disney Corporation’s highest ranking executives, and numerous multi-million dollar litigations against asset managers and investment advisers. Before leaving the SEC for his return to private practice, Howard secured a $20 million judgment against the former manager of a private equity fund who concocted a scheme to divert millions of investors’ funds through a series of fake “due diligence” expenditures, as well as multi-million dollar judgments against participants in a long-term, multi-issuer fraudulent offering. Howard has significant experience in the insurance and reinsurance spheres. Among other matters, he acted as lead co-ordinating counsel for a series of litigations involving insured and reinsured film financing, including as lead trial counsel. He represented the President and Chief Operating Officer of a major insurance company in a multi-billion dollar class action, winning a total dismissal of all counts. Howard also represented insurance executives in various SEC and DOJ investigations, and defended insurance companies in both sales practice and claims handling class actions. For several years, he served as Co-Chair of the Insurance/Reinsurance Committee of the International Section, NYSBA, and has made multiple presentations on insurance topics, both in the US and abroad at international conferences. Howard’s legal knowledge involving complex financial instruments and matters, including CDOs and other asset-backed instruments, credit derivatives and credit derivative indices, was developed and honed by handling a variety of sophisticated cases. This has included numerous types of accounting fraud, instances of compliance failures by market participants, and violations of securities laws and regulations involving banks, hedge funds, private equity funds, mutual funds, investment advisers and broker-dealers. Additionally, he has developed close relationships with a wide range of federal and state law enforcement and regulatory authorities, including the Department of Justice, various US Attorney’s Offices, state and local criminal enforcement authorities, as well as self-regulatory organizations like the Financial Industry Regulatory Authority, Inc. (FINRA) and the New York Stock Exchange. Howard is recognized as a leading expert on securities disputes, enforcement proceedings, and securities regulations, including related to digital assets. He can be seen regularly on Bloomberg News, CNBC, Yahoo! Finance, CoinDesk News and other media outlets. He publishes frequently and his articles can be found in Barron’s, The Financial Times, Bloomberg Law, ThomsonReuters, Law360, and other sources as well. In addition to being extensively published and interviewed by various media outlets, he is seen as a trusted source by publications ranging from the New York Times, The Guardian, CNN, CNBC, Bloomberg, Grid News, Axios, and others. Among the topics on which he is frequently consulted by the media include Supreme Court decisions, securities rules and regulations, litigation trends, data security and other topics. He has lectured in the United States, Europe and Asia on subjects ranging from accounting fraud, securities enforcement actions, arbitration techniques and the lingering effects of the financial crisis. Prior to working at the SEC, Howard served as a partner at Schindler, Cohen & Hochman LLP (“SC&H”), a securities and complex litigation boutique. During his time at SC&H, Howard first-chaired a number of litigations and arbitrations involving financial products, including disputes over the reinsurance of film finance products, hedge fund litigation and numerous securities arbitrations before FINRA and the NYSE for companies such as UBS, Goldman Sachs, Lazard Asset Management, General Reinsurance Corp. and others. Among other litigation victories, he won numerous arbitrations for several financial services firms. In addition to his substantial experience in financial services, Previously, he was an associate in the litigation departments of Debevoise & Plimpton and Rosenman & Colin. He had also been a federal law clerk to Judge Constance Baker Motley, in the District Court for the Southern District of New York, and Judges Carmen Cerezo and Gilberto Gierbolini Ortiz in the District Court of Puerto Rico. He is a graduate of Columbia Law School (1992), where he was a member of the Columbia Law Review, and received his undergraduate degree, cum laude, from Yale (1988), where he majored in philosophy. Howard has written and lectured extensively on issues relating to litigation, arbitration, securities and government enforcement. A Diversity Committee Cultural Reflection on Black History Month in the United States and Brazil
Black History Month in the United States came officially to a close yesterday, but what it represents transcends 28, or 29, days on a calendar. During the last week of Black History Month, Robson Oliveira, of Demarest Advogados in São Paulo, Brazil, and D.L. Morriss, of Hinshaw & Culbertson LLP and one of the International Section’s two Diversity Officers, joined in a dialogue that highlighted the significance of the celebration of Black history, and the history of all persons of color, the world over. Given the need to translate from Portuguese to English and vice versa, the final product took a little longer to finalize. We are pleased to share that dialogue with you now.

Diversity Policy
The International Section has a long-standing commitment to Diversity, Equity, and Inclusion, or DEI. In fact, the Section’s last Global Conference, held in November 2019 in Tokyo, was titled “A World of Many Voices, United in Our Diversity.” The conference featured a unique Human Rights Plenary that addressed DEI, including an overview of how the growing diversity of our world provides opportunity for innovation and a panel on LGBTQ+ rights, especially marriage equality. Another plenary discussed, among other topics, the need for the appointment of diverse persons as arbitrators.
As an outgrowth of that conference, in early 2020 the Section amended its by-laws to expressly prioritize the advancement of DEI. In the revised by-laws, the Section established numerical goals and added two Diversity Officers to its already diverse leadership. The Diversity Officers are responsible for the oversight and implementation of the Section’s DEI goals. Presently, the Diversity Officers are former Section Chair Diane M. O’Connell and D.L. Morriss. In tandem with revising its by-laws, the Section prepared, and in February 2021 adopted, a Diversity Plan that may be found here.
In January 2021, at NYSBA’s (virtual) Annual Meeting, the Section featured a panel titled “A Breathe of Fresh Air: 2020’s Impact on Diversity, Equity, and Inclusion.” The panelists were seven women lawyers from around the world, including Diane O’Connell, and D.L. Morriss moderated their discussion. In February 2021, representatives of the Section published an internal article reflecting on Black history in the United States and in Brazil. In June 2021, the International Section teamed up with NYSBA’s new LGBTQ Section to celebrate Pride Month with a virtual program in Tokyo about marriage equality. Also in June 2021, the Section co-sponsored a discussion with the Women In Law Section titled “How Women From Five Countries View Post-Pandemic Office Returns.” These programs and others planned over the course of the year demonstrate the Section’s commitment to be proactively inclusive in advancing DEI goals.
As current Section Chair Ed Lenci explained in an interview published in NYSBA’s State Bar News in June 2021, integrating and advancing DEI within the Section is one of the three central pillars of his term. “DEI means that people of all social, racial, ethnic, or cultural backgrounds, and different genders and sexual orientations, have a seat at the table, participate fully in the Section, and strengthen NYSBA’s leadership capacities,” he wrote. He added that, “DEI is about engagement with such persons and groups. Engagement is listening to, learning about, and getting to know people different than yourself.” He explained also that, “the Section offers many opportunities for engagement,” especially the two conferences per year it hold in other nations (the next conference outside the U.S. will be in Madrid in April 2022). The many webinars the Section has held virtually due to the pandemic have also been opportunities for engagement and the Section plans to continue to hold virtual webinars as the world emerges from the pandemic, and beyond.
